WP5: Addressing policy, regulatory and acceptance challenges to enable CCUS and CCTS deployment

The objectives of this work package are:

  • Analyze effective policy designs to ensure public acceptance, mobilize financial investment, and guarantee economic viability of CCUS and CCTS solutions.
  • Provide to policymakers a portfolio of policy pathways to incentivize the wide adoption of CCUS and CCTS technologies for the decarbonization of the Swiss economy in line with the findings of the Energy Perspectives 2050+ and towards Switzerland’s net-zero target by 2050.
  • Provide effective and consistent monitoring, accounting and allocation, and reporting tools for CO2 emissions along CCUS and CCTS value chains.
  • Assess potential mechanisms to create and monetize emission reductions and removals generated through the utilization and storage of CO2 domestically or abroad.
  • Development of blueprints for carbon credit and climate finance transactions to scale-up the deployment of CCUS and CCTS solutions.
  • Understand financing needs for CCUS/CCTS and how different support policies can overcome their financing challenges (in Switzerland and beyond).
  • Understand public and stakeholder support for/opposition to storing or utilizing emissions abroad vs. domestically.
  • Understand how different support policies will influence public acceptance of CCUS and CCTS.
  • Identify gaps and potential solutions with respect to legal and regulatory frameworks relevant to CO2 capture, national and trans-national transport, utilization, and storage (e.g., long term liability).
  • Provide to relevant bodies and experts a comparative assessment of regulatory pathways to enable and facilitate the development of CCUS and CCTS chains.

Tasks

Task 1:
Emissions accounting, reporting tools and climate finance mechanisms of negative emissions for national and trans-national CCUS and CCTS solutions (South Pole, VBSA, Jura Cement, ERZ, Lonza, Arxada, scienceindustries, Climeworks, Neustark, ETH-SPL, USI, Northern Lights, Carbfix) (Month 1-24)
Task 2:
Analysis of effective policy designs to overcome acceptance and financing challenges
(ETH-ISTP, ETH-SED, Stiftung Risiko-Dialog) (Month 1-24)
Task 3:
Technical and organizational questions for transport scale-up (ETH-sus.lab, with input from and collaboration with academic and industrial partners as needed, see subtasks for details) (Month 1-24). The goal of this task is to identify regulatory gaps for the large-scale deployment of CCTS and CCUS and, in particular, to address technical and organizational issues regarding the scale-up of the required transport infrastructure.
